Zone In: The BQE, Locked In Until 2080 🛣️⏳
THE 54-YEAR DECISION
New York had a once-in-a-century shot at its most hated highway. The triple cantilever under the Brooklyn Heights Promenade is crumbling, and the city already spends $160 million a year just holding it together. The call: don't tear it down. Rebuild it for $4 billion, with construction running to 2040 and a structure designed to last until 2080. [Streetsblog NYC]
Last week the other shoe dropped. To keep trucks moving during the work, the plan includes a temporary two-level flyover at the Brooklyn Bridge approach in DUMBO, arching over the bridge's walkway and bike path for at least a decade. [Streetsblog NYC] Advocates keep pointing at Seattle's viaduct and Seoul's Cheonggyecheon. The city's answer: the state owns most of the road, and the concrete won't wait.
Both sides have a point, which is what makes it interesting. The real unit of planning isn't the project. It's how long you're stuck with it. That clock is ticking through this whole issue.

INTERNATIONAL: Abu Dhabi Wants to Test the Decision Before It's Poured
On September 30, Abu Dhabi's Integrated Transport Centre launched DUNE with Space42: a planning platform that layers agentic AI over the emirate's transport models so planners can run a transit line, a road investment, or a development plan as a scenario before anyone commits. [GCC Business News] That's the opposite of how the BQE got here. Imagine being able to rehearse a 54-year decision first. The open question is the usual one: who gets to see the model, and who gets to argue with it?
SMALL CITY LENS: Carson City Hands Over the Streets First
Nevada's capital has about 58,000 people and a planning commission that just unanimously approved a four-level, 408-space downtown garage, plus giving up roughly two acres of city streets around it. The catch: commissioners haven't seen the final project. One of them, Greg Petersen, put it best: "We're giving these guys a clean sheet of paper like an artist. Are we going to see a Jackson Pollock? Are we going to see a Picasso?" [Carson Now] It goes to the Board of Supervisors October 15. Streets are the one thing a city almost never gets back.

Gehl turned 90 last month, and Copenhagen's Danish Architecture Center just opened "Cities for People" in his honor. 43,000 Affordable Homes, Each With an Expiration Date
Here's the lock-in problem flipped. A new study from the Housing Initiative at Penn and the state's housing finance agency finds Pennsylvania could lose more than 43,000 federally supported affordable rentals between 2027 and 2036. Philadelphia alone has 7,951 units across 135 properties on the clock. [WHYY]
Nothing is being demolished. Low-Income Housing Tax Credit deals come with affordability restrictions that run 30 to 40 years, and the ones signed in the 1990s are coming due. When they expire, owners can go market-rate or sell. So we build highways to last until 2080 and affordable housing to last until the paperwork runs out. Every state has its own version of this cliff. Worth finding out when yours hits.
